Última Agricultural Development in Traditional Asian Economies: Observations Prompted by a Livestock Study in Vietnam AgEcon Tisdell, Clement A.. China began its economic reforms in 1979 and Vietnam followed in 1986. Since then both countries have experienced rapid economic growth, falling poverty rates and significant rises in per capita income. At the same time, substantial restructuring of their economies has occurred, a feature of which has been a decline in the relative contribution of agriculture to total employment and output. These changes are outlined. Significant changes have also occurred in the agricultural sectors of China and Vietnam and these are reviewed. In both countries, the livestock sector has grown in relative importance. Households are the main contributors to agricultural production but their individual holdings of land are small and households keeping livestock mostly only... The gradualism of economic reforms in China and Vietnam (especially in China, which has led the way in this regard) has been commented on favourably by many analysts studying transitional economies. Early market reforms in China and Vietnam were constrained by political considerations and consequently, began in agriculture and in China’s case, in rural areas with the development of town-and-village enterprises as well. It is argued that at the time when the reforms began, they were socially responsible. I show how abundant land and scarce labor shaped African institutions before colonial rule. I present a model in which exogenous suitability of the land for agriculture and endogenously evolving population determine the existence of land rights, slavery, and polygyny. I then use cross-sectional data on pre-colonial African societies to demonstrate that, consistent with the model, the existence of land rights, slavery, and polygyny occurred in those parts of Africa that were the most suitable for agriculture, and in which population density was greatest. Next, I use the model to explain institutions among the Egba of southwestern Nigeria from 1830 to 1914. The period of 1994 to 2004 was one in which rural households in Peru experienced dramatic changes in ownership rights through a large nation-wide land titling program and a significant opening of the economy to international trade. This paper takes this prime opportunity to examine whether lack of ownership rights presents a significant barrier to the adoption of commercial crops and/or modern farming practices as a result to changes which reduced domestic market distortions, opened up the economy and thereby presumably altered relative prices between traditional agricultural crops and those produced primarily for export.
